Rain is expected Thursday into Friday, but with a lot of leaves on the ground, some are concerned about it causing localized flooding.

The latest drought monitor from the National Oceanic and Atmospheric (NOAA) shows most of Hampton Roads and Northeastern North Carolina are experiencing drought conditions.
